Turning undead has often been disruptive in practice. The the 5E RAW, it scatters the undead and forces the adventurers to chase them. The fact that the Turned condition ends when the undead take damage is especially problematic, because the party tends to be spread out from chasing the undead and then if they don't kill them with one hit, the undead turn on their pursuers and fight with full effectiveness. The result is usually Not Fun: you still have to fight the undead, but you add a round or two of chasing in between.

The intent of this house rule is to make Turn Undead actually reduce the undead's combat effectiveness, so it becomes clearly worth doing.
